Contesting liberal peace: Russia's emerging model of conflict management

Abstract Russia has begun to promote itself internationally as a mediator of conflict and ‘peacemaker’. Russian officials cite its extensive experience in managing numerous post-Soviet conflicts more recent intervention civil wars Syria, Libya, the Central African Republic (CAR) Nagorno-Karabakh. considers all these activities forms ‘peacemaking’, but approach differs radically from model liberal peacebuilding that dominated international practice post-Cold War era. It prioritizes authoritarian stability over justice, human rights democracy advocates short-term goals management long-term resolution. In this article I explain why Russia's norms peacemaking diverged so markedly norms. argue is no longer simply contesting western norms, developing own distinct management. This accepts use force an integral element peacemaking, engages ‘coercive’ mediation by authoritative actors, views West geopolitical normative opponent. debate peace also offers wider insights into how challenges practices underpin order.
